| Introduction |
In November 2007, the United Nations Development Program (UNDP) released a Human Development Report (HDR) titled, 'Fighting Climate Change: Human Solidarity in Divided World' aimed at warning the developed as well as developing countries about the impact of climate change. The report sought to draw the world's attention to the threat caused by global warming. According to the report, global warming had resulted in the world reaching a 'tipping point' that would bring unprecedented levels of poverty, malnutrition, and ecological threats, besides affecting education and health. Kemal Dervis, Administrator, UNDP, said, "Ultimately, climate change is a threat to humanity as a whole. But it is the poor, a constituency with no responsibility for the ecological debt we are running up, who face the immediate and most severe human costs."
The report aimed to forge a multilateral agreement that would come into effect in 2012 after the expiry of the Kyoto Protocol, a protocol to reduce greenhouse gas (GHG) emissions.
